Publication ethics
The section was prepared based on the materials of the Elsevier Publishing House of scientific and medical literature, as well as on the materials of the International Committee on Publication Ethics (COPE)
Members of the editorial board of the scientific journal "Bulletin of KazNPU named after Abai Series "Special Pedagogy" in their professional activities adhere to the principles and norms of "Publication Ethics for scientific journals of KazNPU named after Abai". The publication ethics has been developed in accordance with the International Publication Ethics Standard of the Committee on Publication Ethics (SORA), as well as the Ethical Principles of Publication of Scopus (Elsevier) journals, the Code of Ethics of the Abai KazNPU scientist.
The ethics of publication establishes norms, principles and standards of ethical behavior of editors, reviewers and authors, measures to identify conflicts of interest, unethical behavior, instructions for withdrawal (retraction), correction and refutation of the article.
All participants in the publication process, namely, each author, editor-in-chief, reviewer, executive secretary, members of the editorial board of the scientific journal "Bulletin of Abai KazNPU. The Special Pedagogy series must unconditionally adhere to the principles, norms and standards of publication ethics. Compliance with ethical principles is important both to ensure and maintain the quality of a scientific journal, as well as to create a trusting and respectful relationship between the participants in the publication process.
Unethical behavior is considered to be the actions of authors, editors or publishers, in the case of self-review of their own articles, in the case of contractual and false review, in the conditions of applying to agency services for the publication of research results, false authorship, falsification and fabrication of research results, publication of unreliable pseudo-scientific texts, transfer of the manuscript of articles to other publications without author's permission, transfer of authors' materials to third parties, conditions when copyrights and principles of confidentiality of editorial processes are violated, in case of manipulation with citation, plagiarism.
Principles of publication ethics of members of the editorial team
Members of the editorial board of the journal "Bulletin of KazNPU named after Abai. The "Special Pedagogy" series is responsible for the development, improvement of the journal, for the promotion of the journal in international databases, must follow the principles of freedom of opinion, meeting the scientific and professional needs of the authors and readers of the journal, not allowing the influence of the commercial interests of the author, reviewer and publisher of the journal on decisions on the publication of materials, must also take all possible measures to improve the quality of scientific publications, protect the confidentiality of information data at all stages of the publication process.
Equality of all authors. The members of the editorial team are responsible for making a decision on the publication of the materials submitted by the authors in the journal. Members of the editorial team should evaluate manuscripts based on their intellectual content, regardless of race, gender, sexual orientation, religious beliefs, ethnic origin, citizenship, political views of the authors or commercial considerations.
Making a decision on the publication of the manuscript. The decision on which of the articles submitted to the editorial team should be published is made by the editorial team of the journal, based on the results of verification for compliance with the requirements of registration, plagiarism and the results of scientific review. When deciding on the publication of a manuscript, the editorial team is guided by the journal's policy and publication ethics, does not allow articles with signs of plagiarism, violation of principles, standards and norms of scientific ethics and copyright infringement to be published.
Members of the editorial team are responsible for publishing articles with known signs of unethical behavior, plagiarism, self-plagiarism, excessive self-citation by the authors, conflict of interests. If the principles of publication and/or scientific ethics were violated when writing an article, the scientific editor of the journal, based on the decision of the editorial team, must withdraw the publication. Articles may be withdrawn by the author(s) or the editorial team of the journal. The editorial team carries out the withdrawal (retraction) of published articles in case of violation of publication and/or scientific ethics, based on the recommendations of the SORA.
Editorial team of the journal "Bulletin of KazNPU named after Abai. The series "Special Pedagogy" responsibly, objectively and attentively examines all reasonable appeals regarding violations found in published issues.
The editorial team considers it the responsibility and obligation of the authors and reviewers to inform the editorial team as quickly as possible about the mistakes and violations identified by them after the publication of the material.
The principle of confidentiality. At the stage of reviewing the manuscript (before its publication), editors and members of the editorial team should not disclose information about it to anyone other than the authors, appointed reviewers and the publisher. Any manuscript received for review should be treated as confidential material. Manuscripts should not be shown and discussed with third parties without the permission of the scientific editor.
The members of the editorial team guarantee that rejected manuscripts will not be used in the editorial board members' own research without the written consent of the authors.
Consideration of claims of unethical behavior. Members of the editorial team should individually consider each complaint about the unethical behavior of the author(s) of the manuscript and published in the journal "Bulletin of KazNPU named after Abai. A series of "Special pedagogy" articles regardless of the time of its receipt. Members of the editorial team should take objective and adequate measures in relation to such claims. In case of confirmation of the arguments of the claim, the members of the editorial team have the right to refuse to publish the manuscript and to terminate further cooperation with the author for correspondence, to publish appropriate refutations, as well as to take other measures to further suppress the unethical behavior of the author(s).
Editorial team, their official duties and responsibilities
Job duties and responsibilities of the editor-in-chief of the journal ""Bulletin of KazNPU named after Abai. The series "Special Pedagogy", the executive secretary, members of the editorial team are indicated in the relevant approved job descriptions.
Principles of the author's publication ethics
One-time publication. The author(s) guarantee that the manuscript of the article submitted to the editorial office has not been submitted for consideration to other publications. Submitting a manuscript at the same time in several journals/publications is unacceptable and is a gross violation of the principles, standards and norms of publication ethics.
The authorship of the manuscript. The person who has made the greatest intellectual contribution to the preparation of the manuscript (with two or more co-authors) is indicated first in the list of authors. For each article, an author should be assigned for correspondence, who is responsible for preparing the final version of the article, communicating with the editorial board, should ensure that all research participants (if there are more than one authors) who have made sufficient contributions to it are included in the list of authors, and also receive approval of the final version of the manuscript from all authors for submission to the editorial board for publication. All authors indicated in the manuscript/article are responsible for the content of the work.
The principle of originality. The author(s) guarantees that the results of the research presented in the manuscript are an original independent work, and do not contain incorrect borrowings and plagiarism, which can be detected during the verification of the manuscript through the plagiarism verification system.
Authors are responsible for publishing articles with signs of unethical behavior, plagiarism, self-plagiarism, self-citation, falsification, fabrication, data distortion, false authorship, duplication, conflict of interest and deception.
The principle of confirming sources. The author(s) undertakes to correctly indicate the scientific and other sources that he (s) used during the research. In the case of using any parts of other people's works and/or borrowing statements of another author(s), bibliographic references should be indicated in the manuscript indicating the author(s) of the original source. Information obtained from questionable sources should not be used in the preparation of the manuscript.
If reviewers, scientific editor, member(s) of the editorial board of the journal have doubts about the authenticity and reliability of the research results, the author(s) must provide additional materials to confirm the results or facts given in the manuscript.
Correction of errors in the publishing process. In case of errors and inaccuracies in the work at any stage of the publication process, the authors undertake to urgently inform the scientific editor about this and provide assistance in eliminating or correcting the error for publication on the journal's website of the appropriate correction (Erratum or Corrigendum) with comments. In case of detection of gross errors that cannot be corrected, the author(s) must withdraw the manuscript/the article.
The principle of compliance with publication ethics. Authors are required to comply with ethical standards related to criticism or comments regarding research, as well as in relation to interaction with the editorial board regarding peer review and publication. Non-compliance with ethical principles by the authors is regarded as a gross violation of the ethics of publications and gives grounds for withdrawing the manuscript from review and/or publication.
Principles of the reviewer's publication ethics
The principle of objectivity of reviewing. Reviewer(s) of the journal "Bulletin of KazNPU named after Abai. The Special Pedagogy series undertakes to conduct an expert evaluation of the manuscript objectively. Personal criticism of the author(s) of the manuscript is unacceptable. The reviewer must justify his comments and justify his decision to accept the manuscript or reject it.
The nationality, religious affiliation, political or other views of the author(s) should not be taken into account and taken into account in the process of reviewing the manuscript by the reviewer(s).
The reviewer's contribution to editorial decisions. The expert assessment compiled by the reviewer(s) contributes to the editorial team's decision on publication, and also helps the author(s) to improve the manuscript. The decision to accept the manuscript for publication, return the work to the author for modification or revision, or the decision to reject the publication is made by the editorial team based on the results of the review.
The principle of timeliness of reviewing. The reviewer is obliged to submit the review within the period determined by the editorial team, but no later than two months from the date of receipt of the manuscript for review. If it is impossible to review an article and prepare a review within the prescribed time, the reviewer must immediately notify the scientific editor.
A reviewer who believes that his qualifications do not match or are insufficient to make a decision when reviewing the submitted manuscript should immediately inform the scientific editor and refuse to review the manuscript.
The principle of confidentiality on the part of the reviewer. The manuscript submitted to the reviewer for review should be treated as confidential material. The reviewer has the right to demonstrate it and/or discuss it with other persons only after receiving written permission from the scientific editor of the journal and/or the author(s).
The information and ideas of the scientific work obtained during the review and the provision of the publication process should not be used by the reviewer(s) for personal gain.
The principle of confirming sources. The reviewer should indicate scientific papers that would have influenced the research results of the manuscript under consideration, but were not cited by the author(s). The reviewer is also obliged to draw the attention of the scientific editor to a significant similarity or coincidence between the manuscript under consideration and a previously published work, which he is aware of.
If the reviewer has sufficient grounds to believe that the manuscript contains plagiarism, incorrect borrowings, false and fabricated materials or research results, then he should not allow the manuscript to be published and inform the scientific editor of the journal about the revealed violations of the principles, standards and norms of publication and scientific ethics.
Conflict of interest
A conflict of interest, as defined by the Committee on Publication Ethics (SORA), is a conflict situation in which authors, reviewers or members of the editorial board have implicit interests that can influence their judgments about the published material. A conflict of interest arises when there are financial, personal or professional conditions that may affect the scientific judgment of the reviewer and members of the editorial board, and, as a result, the decision of the editorial board regarding the publication of the manuscript.
The responsible editor of the journal should require all participants in the process of publishing a manuscript to disclose a conflict of interest.
The editor-in-chief, a member of the editorial team and reviewers should notify about a potential conflict of interest that may somehow affect the decision of the editorial board. Members of the editorial team should refuse to review the manuscript if they are in any competitive relationship related to the results of the research of the author(s) of the manuscript, or if there is another conflict of interest.
When submitting a manuscript for consideration to the journal, the author(s) declares that all sources of research funding are indicated in the content of the manuscript; they also indicate what commercial, financial, personal or professional factors exist that could create a conflict of interest in relation to the submitted manuscript. The author(s), in the cover letter, if there is a conflict of interest, may indicate scientists who, in their opinion, will not be able to objectively evaluate their manuscript.
The reviewer should not consider manuscripts that may cause a conflict of interest arising from competition, cooperation or other relations with any of the authors related to the manuscript.
If there is a conflict of interest with the content of the manuscript, the responsible editor must notify the scientific editor, after which the scientific editor assigns the review and review of the manuscript to another editor/reviewer.
The existence of a conflict of interest between the participants in the review process does not mean that the manuscript will be rejected.
All interested parties should, as far as possible, avoid the occurrence of a conflict of interest in any variations at all stages of publication. In case of any conflict of interest, the one who discovered this conflict should immediately notify the editorial office. The same applies to any other violations of the principles, standards and norms of publication and scientific ethics.
