Journal Policy

The scientific journal "Bulletin of Abai KazNPU. Series: Special Pedagogy" (hereinafter - the Journal) has been published since 2001 and is issued 4 times a year according to the following established terms: Issue No. 1 by March 30 of the current year, Issue No. 2 by June 30, Issue No. 3 by September 30, and Issue No. 4 by December 30. The aim of the Journal is to publish the results of scientific research of fundamental and applied scientific research in the field of special pedagogy and inclusive education.

The Journal's objectives are to:

  1. Publication of new scientific results of fundamental, applied, innovative research conducted in different regions of Kazakhstan and abroad in the field of inclusive education and special pedagogy;
  2. Availability of the results of scientific research, international and domestic groups of scientists - special educators, defectologists, psychologists, social pedagogues, teachers, practitioners in cooperation and collaboration and their discussion;
  3. Dissemination of information about new scientific research of Kazakhstani and foreign scientists in the field of education and science;
  4. Popularisation of domestic experience in order to attract the attention of the international community of teachers and researchers to the achievements of Kazakhstani scientists, new educational technologies in the sphere of higher, secondary, general, additional and vocational education;
  5. Creating an environment of transparency and accessibility of discussion of the results of scientific research of young scientists-masters, doctoral students PhD.

Topical directions of the Journal:

1) actual problems of special and inclusive education

2) study of children with special educational needs

3) education and upbringing of children with special educational needs

Conditions for scientific articles to be publied in the Journal

All articles are accepted via the journal's website. Citation of articles published previously in the Journal and the links (one or more) to works published in journals indexed in the Scopus and Web databases shall be encouraged. One author may not publish more than one article in one issue, except in cases of co-authorship of articles. The Editorial Board shall be entitled to give permission to publish a series of articles by one author (group of authors) under one title in no more than three consecutive issues of the journal.

Once an article is approved for publication, it is given a DOI (The Digital Object Identifier – mandatory international digital identifier of a scientific publication).

All the articles should be properly formatted and appropriately interpreted, adhering to the requirements.The Editorial Board shall keep the right to select articles for inclusion in the journal and, if necessary, make technical edits without the consent of the authors. The Editorial Board reserves the right to return the article for revision based on the reviewer's comments. The article may be rejected or moved to the next issue if the comments are eliminated or the corrected version is submitted after the deadline set by the editorial board.

Publication by students and undergraduates is carried out only in collaboration with a scientific supervisor, who is personally responsible for the content of the work.

Article texts need to be uploaded to your individual journal account on the website. An article is uploaded in full in PDF format to be checked for borrowings; it is uploaded in MS Word format, without complete name and affiliation, for review.

The "Information about the authors" section contains information about the authors, including their names, affiliations, contact information, position, and scientific or academic degree. It also includes links to the authors' profile identification number in international databases.

Within a month to three months, the article is reviewed by the Editorial Board.

Publication ethics

The Committee on the Ethics of Scientific Publications (COPE), an international body that develops and approves norms of ethics for scientific publications, is followed by the journal's editors in their work, and take into account the experience of reputable international journals and publishing houses. The journal strives to comply with ethical standards both in relation to the circle of authors and among members of the editorial board, as well as in relationships with reviewers, publishers, distributors and readers.

The author(s) of an article in which a violation of the principles, standards and norms of scientific ethics is identified and proven will not be able to submit an article to the Journal for 1 year.

Verifying plagiarism

One of the requirements for publishing a submitted article is to verify it for plagiarism. Every article that the journal's editors receive is examined for plagiarism using the Anti-Plagiarism system, the threshold level is 70% originality. Illegal borrowings and improper quoting, increasing the level of originality of a text using technical and other unfair methods is not allowed. Identification of cases of the use of such methods may become grounds for refusing to accept the publication of articles by these authors forever.

If numerous borrowings are detected, the editors act in accordance with the rules of the International Committee on Publication Ethics (COPE):

- notifies the author(s) about the presence of borrowings;

- receives confirmation of notification from the author(s);

- rejects the article.

Review

All articles shall undergo «blind» peer review. The review process is conducted in a closed format: the manuscript of the article is sent to reviewers through the electronic platform of the Journal in a form in which information about the authors is not indicated. Reviewers clearly, objectively and reasonably evaluate the compliance of the manuscript with the requirements of the Journal and scientific criteria.

The reviewer shall be entitled to notify the editors or refuse to review if the topic of the article is not in his area of expertise or quick review is impossible. Authors are required to provide reliable results of original research and an objective discussion of its significance.

The results of the review are confidential and not subject to disclosure. Reviewers, if there is a conflict of interest, are not allowed to review the article.

Depending on the outcomes of technical verification and peer review, the article can either be rejected, sent to the authors for revision, or accepted for publication. Upon receiving a positive review, the editors notify the authors that the article will be accepted for publication. In case of comments from reviewers and editors, the author must correct and supplement the article within the specified time frame.

Free access policy

The journal provides free access to the content of the journal's issues. Free access to the results of scientific research helps to popularize domestic experience, attracts the attention of the international community, develops legal science and legal education in the context of global exchange of research results in the field of law.

Measures to identify conflicts of interest and unethical behavior

Unethical behavior – actions of authors, editors or publishers related to independently providing reviews of their own articles, contractual and pseudo-reviewing , resorting to agency services for publishing the results of scientific research, falsifying the list of authors, publishing pseudoscientific texts, transferring the texts of articles to other journals without the consent of by authors, transfer of authors' materials to third parties, violation of copyright and the principle of confidentiality of editorial processes, manipulation of citations, plagiarism, falsification and fabrication .

The Journal's Editorial Board do not disclose information about a manuscript accepted for pre-publication review to third parties other than designated reviewers. The Editorial Board also does not disclose information about reviewers to authors and other persons.

The journal editors shall evaluate manuscripts solely on the basis of their scientific significance, correct presentation of information, objectivity of conclusions, stimulation exclusively scientific discussion, and also ensure the protection of the author’s personal data. Members of the editorial board maintain confidentiality in their work and undertake not to use unpublished author's information in their research. Members of the editorial board have the right to involve experts in various fields in the prescribed manner to participate in the review of articles submitted for publication in the Journal.

The editors of the journal can only retract or amend articles, publish updates, apologize, and dispute claims made by the author via the journal's website.
